What you're seeing is totally normal. Over time, especially in cooler temperatures like a basement, honey can separate a bit with some liquid honey rising to the top. The liquid on top is the same honey, just in its liquid state. There is no difference in quality or flavor.
You can absolutely use the liquid off the top and enjoy the creamed honey underneath separately, or you can simply stir it all back together to restore that smooth texture.
